NCAS Constitution - Amended 2004

This Constitution shall in no way contravene the constitution of the Grand National Archery Society.

All shooting organised by the Northern Counties Archery Society, or any of its member, must conform
with the Rules of Shooting laid down by the Grand National Archery Society.

Clause 1 NAME
The Society shall be called the Northern Counties Archery Society. (hereafter referred to as 'the Society').
Clause 2 ADDRESS
The postal address of the Society shall be that of the Secretary for the time being, or such other address as may be decided by the General Committee from time to time.
Clause 3 OBJECTIVES
The objectives of the Society shall be the promotion and encouragement of archery in the Northern Region, comprising the areas of Northumberland, Cumbria, Cleveland, Durham, North Yorkshire, South Yorkshire, West Yorkshire, Lancashire, North Humberside, Merseyside, Greater Manchester, Cheshire, Tyne and Wear, and the Isle of Man which form the Counties known as Cheshire, Cumbria, Durham and Northumberland, Lancashire, Yorkshire and the Isle of Man.
Clause 4 The Society shall hold once in each year a Target Championship Meeting and any other meetings it requires.
Clause 5 MEMBERSHIP
The Region within the Society's jurisdiction shall be divided into Country Associations, each of which shall determine its own Constitution and Rules, always providing that they conform to the Rules of the Grand National Archery Society and of the Society. Unless otherwise decided at a General Meeting of the Society the County Associations shall be Cheshire, Cumbria, Durham and Northumberland, Lancashire, Yorkshire and the Isle of Man.
Clause 6 Any Archery Club or Archery Section of a Club within the area of the aforementioned six Counties, properly constituted, shall be eligible for affiliation as an Associated Club.
Clause 7 MEMBERSHIP
There shall be nine classes of members:
  • Honorary Life Vice President.
  • Honorary Life Members.
  • Direct Senior Members.
  • Direct Junior Members.
  • Associate Senior Members.
  • Associate Junior Members.
  • Members of School Clubs.
  • Members of other educational establishments.
  • Members of Disabled Groups.
Clause 8

If the Society wishes to honour any of its members for distinguished service in the cause of archery it may elect such a person as an Honorary Life Vice President or Honorary Life Member at the Annual General Meeting.

Nominations for such elections shall, in the first place, be made to the Society's General Committee; this Committee shall determine from time to time the number of Honorary Life Vice President but at no time shall the total exceed six.

The number of Honorary Life Members shall also be determined by the Society's General Committee from time to time.

Clause 9 All members shall accept the jurisdiction of the Grand National Archery Society and the Society, and shall conform to the Conditions, Policies, Rules and Shooting Regulations as made be determined by those two bodies from time to time.
Clause 10 If, in the opinion of the General Committee, any person or club affiliated to the Society is guilty of misconduct, the General Committee may, after affording such person or club a reasonable opportunity of a hearing, expel such person or club from membership or apply any other sanctions considered appropriate by the General Committee without being called upon to state the reason to any but the person or club concerned and the General Committee's decision shall be final subject to any rights under the Grand National Archery Society's Constitution.
Clause 11

The Society's annual subscriptions shall be decided at each and every General Meeting for the ensuing year.

The Society shall collect all annual subscriptions due by members and from Associated Clubs on behalf of their members, and shall pay to the Grand National Archery Society such proportions as are agreed upon and due from time to time.

A person being a member of more than one club within the Region is required to pay only one Regional subscription.

Clause 12 All subscriptions shall become due on the first of September, and shall be received by the Society's Honorary Secretary by the thirtieth of September in each year.
Clause 13 The subscriptions for a member newly joining a club on or after the 1st July in any year shall be due for payment immediately by the club on the 1st September following and shall last until 31st August of the following year.
Clause 14

MANAGEMENT
The management of the society's affairs shall be entrusted to the General Committee which shall consist of:

  • The President
  • The Chairman
  • The Vice Chairman
  • The Secretary
  • The Treasurer
(The above Officers must be five separate persons).
  • The Coaching Organiser
  • The P.R.O.
  • The Junior Organiser
  • The Judges Liaison Officer
  • Field Representative
  • Clout Representative
  • Flight Representative
  • E.A.F. Representative
(All the above shall be elected at the Annual General Meeting).

The Secretaries for the time being of each County Association.

The Representatives appointed by the County Association on the basis of one for every twenty five (25) Associated Clubs or part thereof in each County Association.

Except as provided, a person may hold more than one of the above offices if so elected at the Annual General Meeting.

Clause 15

The Society shall appoint,from among it's membership, a Child Protection Officer and a Deputy Child Protection Officer, with powers to carry out the roles and duties of such officers as described in the GNAS "Protection of Children and Vulnerable Adults Policy" in force at the time. These officers shall be appointed at such time as to ensure that both posts are filled continuously as far as is practical.

These officers need not be appointed from within the General Committee; the General Committee shall have approval of these appointments. These officers shall have the right to attend meetings of the General Committee (and sub-committees) and to address them, but shall have no ex-officio voting rights.

The appointment of these officers shall be notified to members as appropriate as soon as possible after the appointment. The appointments need not be for a specified period, though they must be confirmed by the General Committee at least annually. Reasonable training and operating expenses shall be reimbursed by the society.

Clause 16

The Society shall elect, at the Annual General Meeting, as its President, an individual, Lady or Gentleman, having knowledge and experience in matters concerning archery. The President shall hold office for three years, and no individual shall hold the office for a consecutive period of more than three years.

The President, Honorary Life Vice Presidents, and Vice Presidents shall be ex-officio members of the General Committee and shall have voting powers.

Clause 17 Except as provided in Clause 16, all Officers of the General Committee shall hold office for one year as from their election at the Annual General Meeting and shall be eligible for re-election or co-option as the case may be.
Clause 18 The General Committee may appoint Committee or Committees for specific purposes. At least half of any such Committee and its Chairman shall be members of the General Committee.
Clause 19 All funds and property of the Society shall be vested jointly in the Chairman, Vice Chairman, Secretary and Treasurer for the time being.
Clause 20 In case of emergency The President, the Chairman, Vice Chairman, Secretary and Treasurer shall have full powers to act.
Clause 21 MEETINGS
The General Committee shall meet at least thrice in every year, at such time as may be deemed necessary. Nine members shall constitute a quorum.
Clause 22 The Annual General Meeting shall be held during the month of March at a place to be determined by the General Committee.
Clause 23 At all General Meetings each member, having attained the age of 18 years, shall be entitled to one vote and there shall be no voting by proxy. No person may vote in more than once capacity and the Chairman shall have a casting vote in the event of a tie. Twelve members shall constitute a quorum at a General Meeting.
Clause 24 Not less than twenty one (21) days notice of any General Meeting shall be sent to each member indicating the purpose of the meeting and any proposal intended to be moved. Such notices shall be deemed to be properly served if sent to County Secretaries and Associated Club Secretaries for notification to their members.
Clause 25 The General Committee may, or at the request of two or more County Associations shall, call an Extraordinary General Meeting.
Clause 26 FINANCE
The General Committee shall cause to be prepared and shall present to the members for approval at the Annual General Meeting, the Society's Balance Sheet at 31st December of the preceding year, together with an Income and Expenditure Account for the year ended on that date, duly certified by the auditor appointed at the last Annual General Meeting. Copies of such accounts shall be circulated to each Associated Club and Direct Members with the notice Convening the meeting.
Clause 27 DISSOLUTION
In the event of a proposal being made that the Society be dissolved or cease to exist for any reason whatsoever then an Extraordinary General Meeting of the Society shall be called and this Meeting shall decide upon the disposal of all Trophies, Property, and Funds and other Assets of the Society.
Clause 28 RULES
The Society recognises the Grand National Archery Society as the Governing Body of Archery throughout the United Kingdom.
Clause 29 No archer, unless a Member or Associated Member of the Grand National Archery Society, or of the Federation Internationale de Tir a l'Arc, may compete in any archery meeting promoted under the jurisdiction of the Society.
Clause 30 An archer shall shoot for only one Club, County, or Region in a given discipline in any one affiliation year.
Clause 31 The Constitution and Rules of the Society shall not be altered or amended, except at a General Meeting properly convened in accordance with Clause 24 and shall be passed by a two thirds majority out of those attending and voting at the General Meeting. Proposals for the Annual General Meeting are to be sent to the Honorary Secretary of the Society two months prior to the Annual General Meeting.
Clause 32 Only amateurs as defined by the G.N.A.S., are eligible to compete for the awards and honours in any tournament organised by the Society or coming within the jurisdiction of the Society.
Clause 33 Discretionary power is given to the General Committee to decide any circumstances not covered by this Consitution.
